The Government of Grenada has signed a Letter of Intent (LOI) with CAF — Development Bank of Latin America and the Caribbean, signalling a shared commitment to strengthening cooperation in support of Grenada’s sustainable development priorities.

The Letter of Intent was executed on 27 March 2026, by the Honourable Dennis Cornwall, Minister for Finance, on behalf of the Government of Grenada, and Dr Stacy Richards-Kennedy, Regional Manager for the Caribbean, on behalf of CAF.

The agreement establishes a framework for enhanced collaboration between the Government of Grenada and CAF, with the Ministry of Finance designated as the central coordinating entity for future engagements. While the Letter of Intent is non-binding, it provides a structured basis for cooperation. Potential engagements may include project proposals, technical cooperation initiatives, and other areas of mutual interest.

Under the Letter of Intent, the parties have identified several priority areas for potential collaboration, including:

  • Strengthening institutional and service-delivery capacity within Grenada’s health sector
  • The development and potential future financing of a telehealth initiative aimed at enhancing connectivity and healthcare delivery across Grenada, Carriacou, and Petite Martinique

Commenting on the signing, Minister Cornwall expressed confidence that the intended collaboration will be mutually beneficial and will contribute meaningfully to Grenada’s sustainable development objectives.

“Through this engagement,” He stated, “…we are laying the groundwork for enhanced collaboration in key priority areas, particularly institutional strengthening and the advancement of digital integration within our health sector. These are critical pillars as we work to modernise our systems, improve service delivery, and ensure that all Grenadians — across Grenada, Carriacou, and Petite Martinique — can benefit from more accessible and resilient healthcare.”

“CAF warmly welcomes this agreement and looks forward to working closely with the Government of Grenada in support of its national development agenda,” said Dr Richards-Kennedy. “Telehealth has the potential to fundamentally transform healthcare in Grenada and the wider Caribbean, by expanding access, improving quality and enhancing efficiency across the health system. CAF stands ready to share our expertise and lessons learnt as we work with the authorities and beneficiaries to co-create a tailored programme that will deliver quality services quickly and reach communities across Grenada, Carriacou and Petite Martinique.”

The Government of Grenada remains committed to diversifying its development partnerships and leveraging international cooperation in areas of national importance, particularly health sector resilience and digital innovation.
