The Government of Grenada officially concluded a strategic 3-year Collective Bargaining Agreement on 17 February 2026 with the associations representing the nation’s essential security services.
In a ceremonial signing witnessed by the Prime Minister and Labour Commissioner Sparkle Grenade-Courtney, the Government and representatives from the Royal Grenada Police Force (RGPF) and His Majesty’s Prisons Officer Welfare Association finalised a harmonised settlement for the 2026–2028 triennium.
The agreement secures a 4% annual salary increase for officers over the next 3 years (4% in 2026, 4% in 2027, and 4% in 2028). This follows a previous 3-year cycle in which officers received cumulative increases of 13% (4%, 4%, and 5%), reflecting a sustained commitment to improving the livelihoods of public service employees.

Key highlights of the agreement:
- Progressive Wage Increases: A compounded 4% annual increase over three years to protect real incomes
- Annual Increments: Eligible officers will continue to receive their standard annual increments every January in addition to the base salary increases
- Enhanced Benefits: The settlement addresses specific allowances and benefits critical to the unique operational demands of the Police and Prison services
- Fiscal Stability: The 4/4/4 formula remains within the nation’s fiscal guardrails, ensuring the settlement is both fair to workers and sustainable for the economy
Prime Minister and Minister for Public Administration Hon. Dickon Mitchell hailed the signing as a victory for national stability. “Government has concluded a fair and responsible 3-year settlement that protects workers’ incomes while safeguarding fiscal stability and essential public services,” the Prime Minister stated.
The Deputy Chairman of the Government Negotiating Team (GNT) noted that this agreement provides the necessary industrial peace to advance broader public service administrative reforms currently being undertaken by the Government. These include regularising staff, implementing a sustainable pension fund, and rolling out the Integrated Performance Management System (IPMS), which features a built-in incentive programme to reward high performance.
With the security services now settled, the GNT will continue to engage the remaining trade unions, using the 4% annual increase as the practical benchmark for a harmonised and equitable public service.
