REQUEST FOR EXPRESSION OF INTEREST

Consultant for Climate-Resilient Water Sector in Grenada (G-CREWS) project

TYPE OF CONTRACT: Consultancy services

ANTICIPATED ACTIVITY START: 10 November 2025


The purpose of this Expression of Interest is to hire a qualified Consulting firm that can provide 2 experts with proven experience and background in Disaster Risk Management in the water sector for the project period from November 2025 until March 2026.

The Emergency Response Plan of Nawasa underscores Nawasa’s commitment to safeguarding all stakeholders involved by implementing preventive and corrective measures to address adverse events. It focuses on building disaster risk management (DRM) capacity within the water sector, ensuring that Nawasa and its partners are well-prepared to manage natural hazards and maintain the continuity of water supply.

To achieve this, it is essential to engage in educational and practical activities that emphasise training, simulations, and the development of operational guidelines and communication plans.

The main objective of this consultancy is to improve the capacity of Nawasa staff in disaster risk management to effectively handle natural hazards and ensure the continuity of water supply, which will include:

  • Training for Nawasa (local utility company) Emergency Response Team to enhance disaster readiness and operationalise the findings from the pre-prepared Corrective and Preventive Action Plan (CAPA)
  • Provide consultancy services to a strategy with recommendations for integrating disaster risk management (DRM) training into Nawasa’s annual training programme and a Train-the-Trainer (ToT) human resources plan for 2026-2029, to ensure sustained disaster readiness across the organisation
  • Design and deliver a self-evaluation framework that allows Nawasa to independently measure and review the effectiveness of their DRM training on an annual basis
  • Provide training for Nawasa Supervisors in Emergency Response and training
  • Conduct 5 unannounced drills during working hours, one for each emergency scenario

GIZ requests all interested parties to submit their expression of interest for providing these services.

Interested consulting firms must provide expressive information demonstrating that they have the required qualifications and relevant experience to perform the services, and availability to provide 2 experts.

Interested parties are invited to submit the following documents to complete their expression of interest:

  • Company/Consultant details, including full (company) name, full address, phone and email, including certificate of business registration or incorporation
  • Company/Consultant profile
  • CVs
  • Previous experience with similar jobs. A summary description (including scope and location) of similar projects undertaken with contact details of reference principal
  • Average annual turnover for the last 3 years (some evidence must be provided)

For consideration, all interested and qualified parties should submit the documents electronically as a single PDF by 4:30 pm (16:30 hours) Eastern Caribbean time no later than 1 October 2025 to the following email address: [email protected].
