Grenada has gained a stronger voice in international ICT policy following the appointment of Andrew Millet to the Executive Committee of the Commonwealth Telecommunications Organisation (CTO).
Millet serves as Vice Chairman and Commissioner of the National Telecommunications Regulatory Commission (NTRC), Grenada, and as Chief Executive Officer of the Public Utilities Regulatory Commission (PURC). His appointment was formally announced during the CTO’s 63rd Council Meeting held at Marlborough House in London.
With a distinguished career in telecommunications and utility regulation, Millet brings deep experience and strategic insight to the CTO’s leadership team. His inclusion marks a milestone for small island developing states seeking to shape global digital policy.
The CTO is the Commonwealth’s oldest and largest intergovernmental organisation focused on information and communication technologies (ICT). It works to expand digital access, improve cybersecurity, support ICT policy development, and enhance regulatory environments among its 31 full member states and affiliated industry partners.
Millet’s appointment not only strengthens the CTO’s mission but also amplifies the voice of small island developing states in international technology policymaking. Millet expressed his enthusiasm about joining the Executive Committee:

I look forward to helping shape initiatives that bring meaningful connectivity and resilience to underserved communities, including those across the Caribbean.”
The Executive Committee comprises 7 members and the CTO Secretary General. The functions of the Executive Committee include, but are not limited to, making recommendations to the Council concerning CTO’s strategies and policies, and reviewing budgets and annual reports before submission to the Council.
