- Background
The National Water and Sewerage Authority (Nawasa) is a public utility committed to providing safe, adequate, and reliable water and wastewater services to the nation. Nawasa aims to enhance its online presence and improve customer experience through a user-friendly, responsive, and fully optimised website. The website will serve as an information hub and engagement platform for customers, employees, and stakeholders.
- Objectives
The objectives of this project are to:

- Design and develop a modern, user-friendly, and mobile-responsive website that reflects Nawasa’s brand identity
- Integrate customer engagement tools such as bill payment options, water supply updates, and service requests
- Provide secure and reliable hosting with regular maintenance and support
- Ensure ease of navigation and accessibility to critical information for all users, including persons with disabilities
- Incorporate social media integration and SEO optimisation to increase visibility
- Incorporation of multimedia elements, including infographics, videos, and photo galleries
- Implementation of an easy-to-use content management system (CMS) for regular updates
- Ensure mobile responsiveness, fast loading speeds, and user-friendly interface across all devices
- Scope of Work
The selected service provider will be responsible for the following:

- Website Design:
- Develop an intuitive and visually appealing design that aligns with Nawasa’s brand
- Create a responsive website that functions well across all devices (mobile, tablet, desktop)
- Ensure compatibility with all major browsers (Chrome, Firefox, Safari, etc.)
- Ensure compliance with web accessibility standards (WCAG 2.1) for persons with disabilities
- Website Development:
- Develop a Content Management System (CMS) for easy updating of content by Nawasa staff
- Implement features such as online bill payment, service updates, news, announcements, and customer feedback forms
- Create secure customer portals for account management
- Integrate social media platforms and multimedia (videos, photos)
- Content Migration:
- Migrate existing website content to the new platform, ensuring accuracy and optimisation
- Hosting and Maintenance:
- Provide secure, reliable hosting services with 24/7 uptime monitoring and daily backups
- Ensure the website’s scalability to handle increased traffic, especially during emergencies
- Offer technical support and maintenance for updates, troubleshooting, and security patches
- SEO and Analytics:
- Optimise the website for search engines to improve visibility and ranking
- Set up Google Analytics for tracking and reporting website traffic and user behaviour

Kickoff Meeting

- Conduct the kickoff meeting to discuss the website’s goals, structure, target audience, design preferences, and core functionalities
- Confirm timelines, deliverables, and assign roles and responsibilities
9 December–20 December 2024 (Weeks 2–3): Initial Website Design Proposal

- Develop the initial design mockups for the homepage and key internal pages
- Present the designs for feedback, and make necessary revisions
- Finalise the design direction
23 December 2024–2 February 2025 (Weeks 4–8): Development and Testing

- Begin building the website based on the finalised design
- Develop the website’s structure, features, and functionalities
- Conduct thorough testing to ensure the website is responsive, compatible across devices, and free of bugs
3 February–28 February 2025 (Weeks 9–12): Final Refinements

- Review the developed site and make final tweaks or adjustments
- Carry out additional testing, including usability testing, to fine-tune the user experience
- Ensure everything is fully functional, from forms to interactive elements
1 March–21 March 2025 (Weeks 13–15): Final Launch

- Implement any last-minute adjustments based on feedback
- Ensure all analytics and search engine optimisations (SEO) are ready for launch

- Qualifications and Experience
The service provider should demonstrate:

- Proven experience in website design, development, and hosting, preferably with public utility companies or similar sectors
- Strong portfolio showcasing responsive, user-friendly websites
- Expertise in CMS platforms (WordPress, Drupal, etc.) and web development languages (HTML, CSS, JavaScript)
- Experience in secure web hosting, including SSL certification, and data protection
- Experience with search engine optimisation (SEO) and web analytics tools
- Submission Requirements
Interested providers are requested to submit the following:
- Technical Proposal
- Methodology: Clear explanation of how the project will be executed
- Work Plan and Timelines: Detailed plan aligned with the updated timeline for a 22 March 2025 launch
- Financial Proposal
- Detailed cost breakdown, including expenses for design, development, hosting, and ongoing maintenance
- Company Profile and Portfolio
- Evidence of previous, similar projects, especially for public utility sectors or organisations with high user engagement needs
- Team Composition
- CVs of key personnel who will be involved in the project, highlighting relevant experience and qualifications
- Evaluation Criteria
Submissions will be evaluated based on:
- Relevant experience and portfolio (30%)
- Technical approach and methodology (30%)
- Cost-effectiveness (20%)
- Timeline and project management (20%)
- Budget
A detailed breakdown of the budget should be provided in the financial proposal.
- Reporting
The service provider will report to Jamila Lewis, Communications Supervisor, and progress meetings will be scheduled weekly or bi-weekly as needed.
Expression of Interest (EOI) Submission
Nawasa invites submissions of an Expression of Interest (EOI) and Statement of Capability for the Design, Development, and Hosting of Nawasa’s New Website. Interested parties should provide an EOI detailing their qualifications and experience in Website Design, Development, and Hosting for public utility or similar sectors. Submissions must be delivered in a sealed envelope clearly marked “Nawasa Website Design and Hosting EOI.” The deadline for the submission of the EOI is 16 November 2024.
