- Francis recited Oath of Office during ceremony on Wednesday, 27 August

- Will take oath as new senator when Upper House meets on Friday, 30 August
8 weeks after advising Governor-General Dame Cécile La Grenade to revoke the appointment of Jonathan La Crette as a Senator in the Upper House of Parliament and a member of Cabinet, Prime Minister Dickon Mitchell has advised Deputy to the Governor-General Tillman Thomas to appoint Seville Francis as the replacement.
The Grenada Constitution mandates that the 13-member Upper House shall have 7 representatives serving on advice of the Prime Minister; 3 on advice of the Opposition Leader and 3 sector representatives. The 3 sectors represented are the Business community, the farming and fishing communities and the Labour Movement.
A graduate of St George’s University (SGU) with a Bachelor of Science degree in Psychology and an Associate Degree in social work from T A Marryshow Community College (TAMCC) with specialised certification in HIV and STI prevention among her educational qualifications, Francis will be serving as Parliamentary Secretary in the Ministry of Youth and Sports.
“I will faithfully execute the office of Parliamentary Secretary in the Ministry of Youth and Sports without fear or favour, affection or ill will and in the execution of the function of that office, I will honour, uphold and preserve the constitution of Grenada.” Francis, a former Youth Parliamentarian, recited the Oath of Office during a ceremony at the residence of the Governor-General on Wednesday, 27 August 2024.
“Parliament is a very important institution in our democratic setting and Senator Francis you have been called to serve at the parliamentary level. With your determination, I know you will make it, you have to be conscious… you have to be conscious of God and with your determination and your application in my view you will make a good senator,” the Deputy to the Governor-General told the new senator.
She will take her oath as a new senator when the Upper House meets on Friday, 30 August 2024 at the Parliament chamber. The main item for discussion on the Order Paper for that sitting is the EC$269 million supplementary or additional financial allocation to the 2024 budget.
