The ceremonial opening of the Second Session of the 11th Parliament will be held on 26 September 2023, with the highlight being the traditional Throne Speech from Governor General Dame Cecile La Grenade. The first session was prorogued or went into recess on 4 September 2023.
“Members of the said Parliament and all other His Majesty’s Officers and loving subjects in Grenada, and all others whom it may concern, are hereby required to take due notice hereof and give their ready obedience accordingly,” said Statutory Rules and Orders No. 37 of 2023 which was published on 11 September 2023 in an extraordinary publication of the Government Gazette.
Traditionally, the Governor General’s Throne Speech signals the start of a new parliamentary session in which she outlines Government’s plans for the legislative year. This sets the foundation for the presentation of the annual budget of the upcoming year.
The 2024 budget is set to be presented by the Minister for Finance or his designated alternate in late November or early December 2023.
The first Session of 11th Parliament opened on 31 August 2022 and was held under the theme “Transformative Development: Towards Sustainable, Equitable and Prosperous Grenada.” In that Throne Speech, which was the first for the Dickon Mitchell Administration, the Governor General announced that the Government’s programme to transform Grenada will provide a balanced and integrated approach to sustainable development, consistent with the thrust for a sustainable, equitable and prosperous Grenada for all, which is aligned with “Vision 2035.”
She promised that the focus will be on the holistic development of our people, ensuring that they are equipped to produce and deliver new and improved goods and services, utilising modern methods and techniques and generating new sources of employment and income.
