Assignment Title: Deputy Project Coordinator — OECS Data for Decision Making Project

The Government of Grenada has received financing from the World Bank toward the cost of the OECS Data for Decision Making (DDM) Project and intends to apply part of the proceeds for the consulting services outlined in this Request for Expressions of Interest (REOI).
The consulting services (“the Services”) include serving as the Deputy Project Coordinator (DPC) to support the Project Coordinator on the day-to-day management and general administration of the Grenada portion of the
OECS DDM Project. The project’s overall objective is to improve the capacity of participating Eastern
Caribbean countries to produce and publicly disseminate statistical data for country and regional level analytics.
The estimated duration of the assignment is 20 months, for the remainder of the project, with a tentative start date of October 2025. The assignment is located at the Central Statistical Office (Grenada). The detailed Terms of Reference (TOR) for the assignment may be requested by emailing [email protected].
The Ministry of Mobilisation, Implementation and Transformation now invites eligible individuals (Consultants) to indicate their interest in providing the Services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, sample of work engagement). The criteria for selecting the consultant are:
Qualification:
- Master’s degree in Project Management, Economics, Statistics or equivalent field
- Minimum of 2 years’ experience in project management and project implementation, with demonstrated working knowledge of procurement and financial management
- Experience with a donor-funded project, in particular World Bank-financed projects, is highly desirable
- Minimum of 1 year experience in statistical operations (such as design, preparation, and execution of nationally representative household surveys and/or censuses; statistical data analysis and interpretation; timely data dissemination; statistics capacity building activities)
- Strong leadership skills and ability to establish and maintain effective working relationships with employees, other departments, vendors and the public
- Strong organisational and planning skills, and solid problem-solving skills to deliver high-quality results on time
- Strong communication skills in oral and written English
- Experience in a job requiring attention to detail and methodical record-keeping
- Good knowledge and skills in standard office applications (spreadsheets, word processors etc.)
- Experience working with international development partners is desirable
- Knowledge of the National Statistical Systems (NSS) and experience in the implementation of NSS-related projects (e.g. National Strategy for the Development of Statistics preparation and implementation, NSS coordination, promoting data sharing) are desirable
- Recognised professional project management qualifications are desirable
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Selection Method:
Selection will follow the Individual Consultant Selection (ICS) method under World Bank guidelines.
Submission Guidelines:
Expressions of Interest should be submitted in English no later than 24 October 2025 by 3 pm (AST) and labelled: “Expression of Interest — Deputy Project Coordinator.”
