“Attracting Global Citizens through Investment Migration — And why this is vital for the Future,” is the topic Prime Minister Dickon Mitchell will share his opinion and ideas about when he delivers the keynote address on the first working day of the 17th Global Citizenship Conference held 8 – 10 November at the Shangri-La Dubai hotel, United Arab Emirates (UAE).
Grenada is among the sponsors of the conference and on 8 November, the first day of the conference Prime Minister Mitchell will be hosting a welcome poolside cocktail reception for the delegates which according to the agenda will include the Hon. Mark Brantley, the Premier of Nevis; Charmaine Quinland-Donovan, CEO Antigua and Barbuda Citizenship by Investment Unit, and Hon. Dr Ernest Hilaire Deputy, Prime Minister of St Lucia.
Organised by Henley and Partners, one of the accredited marketing agents for Grenada’s Citizenship by Investment (CBI) programme, this company has described itself on its website as “by far the largest globally integrated residence and citizenship advisory firm in the world.”
The conference according to the Henley and Partners website will give the latest insights into worldwide residence and citizenship options from the global leader in the sector, as well as encompassing key themes.

Prime Minister Mitchell will also be on the panels discussing the topics “The Small States Club: How Small Smart Powers Can Save the World” and “Too Much of a Good Thing…Prudent Management of Inflows under Citizenship by Investment Programmes.”
Thomas Anthony, CEO of the CBI Unit, attending the conference as a delegate from Grenada will be on the panel discussing the topic “Challenges, Trends, and Opportunities in Citizenship by Investment Programme Administration.”
Dr Wayne Sandiford, a member of the CBI Committee responsible for processing any application for any licence under the CBI Act, and applications for Citizenship by Investment or Permanent Residence by Investment, will also attend. It is not known if any of the over 55 local agents of the CBI programme will be attending the conference.
The year 2023 has been record-breaking in terms of the revenue earned from the CBI programme which was launched in 2014 after the approval of the Citizenship by Investment Act in 2013. January to September 2023 data released by the Ministry of Finance showed that 4,342 people became new citizens, while data from the CBI Unit showed that revenue for the period January to October was EC$324 million.
