Jason Phillip, Director of the Government Information Service (GIS); and Nigel Noel, Commandant of the Grenada Cadet Corps, are among those recently appointed to higher ranks by Governor-General Dame Cécile La Grenade.
In May 2023, Noel at that time, a Major, was appointed Commandant of the Cadet Corps, but according to the 20 September 2024 Government Gazette, his rank moved to Lieutenant Colonel. “Reposing especially trust and confidence in your loyalty, courage and good conduct, I do by these presents constitute and appoint you to be the Lieutenant Colonel in the Grenada Cadet Corps from the 15th day of August 2024,” said the notice.
Philip was appointed to serve as Lieutenant, Marva Bubb as the Major and Deputy Commandant, Cardine Noel as Second Lieutenant, Megil Vincent as Second Lieutenant, Louvel Joseph as the Second Lieutenant, Neil Noel as Second Lieutenant and Alrick Andrew as Second Lieutenant.
According to the notice the promotional ranks went into effect as of 15 August 2024.
Section 18 of the Grenada Cadet Corp Act states that the Governor-General shall in his discretion with the advice of the Committee by Commission of the Cadet Corps appoint fit and proper persons as Non-Commissioned Officers in the Cadet Corps.
The functions of the Cadet Corps according to the legislation are to:
- inspire young persons to achieve success with a spirit of service and community, and to develop the qualities of good citizenship, responsibility and leadership
- to provide a formal, well-regulated and highly disciplined organisation operating within schools and communities
- to attract and train as cadets, a significant number of young persons between the ages of 11 and 20
- to promote self-respect, self-confidence, self-reliance, self-discipline and loyalty among members of the Cadet Corps
- to promote the value of leadership and the ability to work and function as a team
- to provide progressive training of a challenging and exciting nature in order to foster alertness, physical and mental endurance and camaraderie
- to provide military-style training and discipline among the membership of the Cadet Corps; and
- to establish the highest possible standards of excellence in all areas of operations of the Cadet Corps
The Cadet Corps was established in 2012 during the National Democratic Congress–Tillman Thomas administration following Parliament approval of the Grenada Cadet Corps legislation.
