Now known as the Hartman Resort Grenada, the Mt Hartman development under the Citizenship by Investment Programme (CBI) has a new developer and management team, who have seized the opportunity to continue the development and enhance the area.
Chief Executive Officer of the CBI Programme, Percival Clouden, recently updated the GIS on the project. He said it will involve a new configuration from the original development. Clouden explained that the new developers have already obtained approval and work has started, with an estimated 50 Grenadians employed in the initial stages of the project.
He noted that the new developers have given their commitment to preserve the bird sanctuary, and are now going through the process of engaging an environmental specialist to ensure that there will be no destruction of the sanctuary.
Through the new configuration, the Hartman Resort Grenada project’s revised cost now stands at US$2.9 billion, and it is projected to take 10 years for the 4 phases of the project to be completed. One of the 4 phases in the construction process will be a health and wellness centre that will cater to locals and visitors.
The Hartman Resort Grenada is also going to construct a marina. Clouden said Grenada’s marine industry brings in approximately $125 million to the treasury per year, and that’s an area that the government needs to capitalise and expand on, as it is a solid base that can assist in job creation.
He said the thinking going forward should be on deciding how we train and prepare Grenadians to take up these jobs when they become available.
Altogether, the CBI Programme is important to the economic development of the country and its people. Clouden said that as head of the Citizenship by Investment Programme his mandate is to encourage investors, and there is absolutely no doubt that a country grows through foreign direct investment.
He said the CBI Programme assists developers in providing the necessary funding through citizenship, to fund the projects, as they do not have to go to the banks. Therefore, CBI makes it easier for the development.
Clouden said it is important to note, however, that the CBI programme does not provide 100% of the financing. Developers have to come up with 20% of the cost of the development, so that they have some stake in it, as the objective is to see projects completed, thus enabling permanent employment for citizens.
Clouden also said that investors do not come to reside here. They have an investment in a project, which allows them a timeshare, whereby they can spend several weeks at a time in Grenada, as required.
The CBI programme is a win-win for all parties involved.

I don’t care about the few birds they can save, CBI, this Mega Project , Bull shit! Grenada is finish. Who wants a flock of tourists on the island, crowded beaches. A lot of people dont like massive resort and crowded beaches. They are to spoil our picturesque island. People loves the quietness uncrowded unspoiled Grenada.
I meet a couple (Tourist) a few years ago on BBC beach and they told they have been coming to Grenada every two years for years and they loved the quietness and hope they will not build big resorts, big buildings etc to spoiled the island like other islands as do truly choose Grenada.
Find some other way of getting revenue in the island.
Stop using the logo PURE GRENADA.
A project of this magnitude needs as least 2-3 years of consultations and engagement with native Grenada and about 2.5 years of environmental review and assessment.
I am shocked that this project is approved without native Grenadians not even knowing who the proponents are and what in this project for us besides a few low end jobs.
This project is beyond the comprehension of physical planning and the so called government/politicians. They are either not sophisticated enough to understand the far-reaching negative impact and consequences for native Grenadians Intergenerationally and intragenerationally or the have be bought.
We need to be equal partners in this project otherwise this project must stop right away. This what we need to protest about becuase our way of living and our condition in life will be destroyed forever.
We have been assaulted from every corner of this island at the same time with this wanton destruction of our natural environment and safety net. This basically the final battle in the war against us indigenous Grenadians.
Wake up! Put a stop to this. We should not part-take ours and our children’s own destruction under the pretenses jobs.
Why are we assuming this level of debth in such uncertain times? What is the likelihood that tourists will be coming to Grenads in large amounts? Don’t destroy the landscape for such folly. No sound investor will embark in such a time. Think it through Grenada.
Isn’t the money received from selling citizenship supposed to be government income? So does this mean government intends to fund 80% of US$2.9 bn and will own 80% of the development? And when it goes bust (when the perpetrators of this ridiculous scheme have made some money) will it not be the Grenadian taxpayers who will have to pay to settle outstanding contracts and legal claims by citizenship investors when the properties they paid for never got built? So who in Grenada will benefit from this scheme we wonder?
And in the meantime, another precious piece of Grenada will be despoiled and wildlife squeezed even more.
If developers want to develop in Grenada let them put up the money – without government guarantees to bail them out. And make them pay for independent professional assessment of the impact under a committee of local representatives and interests. Time to start doing things properly in Grenada and not for the benefit of the avaricious few.

Please be aware that developers will tell you what you need to hear to get a sale Ownerships gives a person permission to do whatever they choose to do with there. Property .
In order to ensure they will preserve the bird sanctuary put a clause in the sale or condition so they cannot change it . This will ensure that they Honors their commitment in the years ahead.
Another option could be make the area a historic site so it cannot be change..
In closing I believe in construction but if will take away the natural resources from the people then it is not worth it. Selling of Property should remain to the people of the land because over time you will becomes strangers in your own country. Hold on to your birthright don’t sell it for gold.
I lived in Mt.Hartman my whole life, my view has always been the Dove Sanctuary, and let me tell you, they are destroying it. That whole area is where the Dove Sanctuary is, from the farm go back to Mt.Hartman Bay. As a kid I always took walks down to Mt.Hartman Bay to watch the birds in their natural habitat, and now we’re destroying that same habitat for foreigners, make it make sense. The Doves have been critically endangered for years and now there is construction going on in their habitat, in 10 years our National Bird the Leptotila Wellsi will be extinct. It’s funny how they could find money the kill off our National bird, but can’t find money to give the people who lived in Mt. Hartman on the side overlooking that Bay a road they’ve promised 22 years ago. Our government is a joke.
